A Davidson Lake Association Board of Directors’ Meeting was held on October 16, 2011 at 1:30 p.m. at the Dumfries Fire Hall.
Review of Minutes
Wayne moved that the minutes from the September 18th, 2011 Board of Directors’ Meeting be approved as distributed. Andy seconded the motion.
Rumble Strips - Andy reported that he had sent an email to Norman Clouston, who had forwarded it on to Duane Clowater of TCH Highway Project Group but he has not yet heard anything back.
Secretarial note: An email has been received advising that there is a policy of dampening noise created by the rumble strips; however, it is only applied when there are residences within 300 meters of the right a way. Unfortunately, this is not the case for us and there is nothing they can do as the rumble strip is considered to be a highway safety feature.
Water Testing Equipment – Arnie will follow up on having a secchi disk built which can then be used for water turbidity analysis. We also need to have a dissolved oxygen meter. Arnie will find out how often we need to test the oxygen levels in the lake to see if it is practical to share a meter with another lake association. He will also investigate to see if we are eligible for a grant under the Environmental Trust Fund.
Yesterday (October 15th), both Arnie & Ken attended a meeting of a number of other lake associations within the province. New Brunswick has over 1700 lakes that are over 10 acres and overall the quality of the water in these lakes is fairly good. The State of Maine and the Province of Quebec each have approx. 3000 lakes and many of these lakes have blue/green algae problems.
Memberships – We hope to increase the number of Association memberships. The following 3 methods may increase awareness and interest in the Association.
- Directory -. The creation of a directory of all residents and cottage owners would give us an inventory of every home and cottage. Arnie showed a copy of one that was produced by the Harvey Lake Association. This directory is printed every 3 years and an update is done every year. The question was brought up of whether or not it is permissible to include the names and addresses of people without their consent. Wayne stated that this information is available on the tax rolls which are open to public scrutiny. If additional information was going to be added, like phone numbers or e mail addresses, it would have to be optional due to privacy concerns. Ken reported that there are 135 properties along the lake that have posted civic address numbers and approx. 43 properties that do not.
- Newsletter – One way to inform people about the Association would be through a newsletter, which could be compiled next spring and delivered to all homes and cottages around the lake. It was also suggested that it might be beneficial to promote the association through an article about the association in the newspaper.
- Website – History, events, pictures – Ken has been reading some copies of “The Dumfriesian” which was once published by people in the community of Dumfries and he suggests that this is similar to something we could have displayed on our website. We will need to look for someone who would be willing to take on the task of editor.
Reviving the Trail – There is an interest in having the trail around the lake revived. All that would be necessary would be to have a work party assembled to remove deadfalls and that type of thing and could probably be completed on a couple of weekends.
Other Business -
- Arnie has talked to the other lake associations in York County and there is interest in having a meeting within a month or so. He will follow up to see if they can get the Association together. Harvey Lake is awaiting a report on what the level of the lake should be. It would be helpful if we could get a grant to do something similar here.
- Ken said that one of the speakers at the meeting of all the lake associations told the audience that global warming is real and other environmental pressures are speeding up the process.
- Ken thanked Wayne for having the fall grading done. Wayne said it was thanks to Gerard Daly for making it happen.
- Wayne has heard back from Roland Lagacy, who said that he was pleased to receive his letter in which we thanked him for his past participation in the Association.
- Wayne reported that Gerard Daly has assured him that winter plowing will be done. Thanks to Gerard for all his time and effort on this issue. It was noted that the Dumfries LSD is also waiting to see a copy of the snow plowing contract.
Next Directors’ Meeting is scheduled for Sunday, November 20 at 1:30 p.m. in the Dumfries Fire Hall.
